Course overview
This course teaches the assessment discipline used inside planning authorities and by consultants advising applicants: validating what has been submitted, identifying the relevant policy tests, applying each test to the evidence, weighing conflicting considerations, and writing the assessment so the reasoning survives scrutiny. Local statutory procedure differs everywhere, so procedure is taught as a structure to be populated with the learner's own jurisdiction.
