A synthetic 9-hectare former engineering works on the edge of a town centre has stood vacant for eleven years. Ownership is split between three parties, an old fuel store and a disused rail siding sit within the site, and two previous schemes were withdrawn after the authority questioned viability and access. The brief is to produce a regeneration concept package that diagnoses the site honestly, tests options rather than asserting one, and sets out a phasing and delivery narrative that can survive planning review.
