A synthetic regional road upgrade is safeguarded across a growth area, but three separate bodies control the road, the drainage outfall and the rail crossing, and none of their programmes align. Two allocated sites cannot obtain access approval. The brief is to map the corridor safeguarding, identify every approval required and produce a coordination strategy that unblocks the allocated sites.
