A synthetic local authority is preparing a draft policy for a town-centre regeneration area covering 62 hectares and roughly 4,100 residents. A first consultation attempt collected 380 free-text comments that nobody could analyse, and the process itself is now the loudest objection. You are asked to design an engagement programme that produces usable evidence, analyse a synthetic response set fairly, and prepare a hearing presentation that can be defended under questioning.

Prepare and deliver a timed, defensible presentation of the recommendation and handle questioning professionally.
Leading with the recommendation rather than building to it; the four-part structure of recommendation, key evidence, main objections and response, and what the committee is being asked to decide; cutting to the speaking time with a rehearsed word count; and why reading the report aloud loses the room and the argument.

Common mistakes and correction tasks
- Consultation opened after the decision was effectively made. Correction: State plainly what is fixed and what is open, and restrict the questions to matters that can still change the outcome.
- Responses counted as votes and the majority reported as the answer. Correction: Rebuild the weighting table classifying each theme as material or non-material and record the reasoning applied to each.
- Identical campaign text counted as hundreds of separate positions. Correction: Record it as one position with a stated response count and code it once against its theme.
- A minority objection dropped because it was raised by few people. Correction: Report the theme, state its count, and record either the weight given to it or the reason it cannot be acted on.
- Names and addresses left in published quotations. Correction: Run the anonymisation pass again, remove identifying detail including small-group identifiers, and log every redaction.
- A hearing presentation that reads the report aloud and overruns. Correction: Rewrite to lead with the recommendation, cut to a timed read-through, and move the detail into the question brief.
