Client-style brief
A private landowner holds roughly 4.2 hectares of former grazing land on the edge of a market town. They have had one informal conversation with a housebuilder and want independent advice before committing to a design team. Their question is simple and commercially serious: how many homes can this land realistically carry, what would an authority be likely to challenge, and what should be taken to a pre-application meeting?

Planning problem
